It has been built to help the country&#8217;s <a href=\"#\/\" data-toggle=\"tooltip\" title=\"here : too many people  in a prison\">overpopulated<\/a> prisons.<\/p>\n\n<p>The Terrorist <a href=\"#\/\" data-toggle=\"tooltip\" title=\"when you put someone in a place where they cannot escape\">Confinement<\/a> Center, 70 km from the <a href=\"#\/\" data-toggle=\"tooltip\" title=\"the city where the government gets together\">capital<\/a>, has 37 guard towers and 8 <a href=\"#\/\" data-toggle=\"tooltip\" title=\"building that has rooms where prisoners are kept\">cell blocks<\/a>. It is said to be among the safest  in Latin America. The prison will be guarded by 600 soldiers and 250 police officers.<\/p>\n\n<p>More <a href=\"#\/\" data-toggle=\"tooltip\" title=\"the number of prisoners a prison has room for\">prison capacity<\/a> has become necessary after a <a href=\"#\/\" data-toggle=\"tooltip\" title=\"many, a lot more than normal\">wave<\/a> of murders hit the Central American country in March of last year. The <a href=\"#\/\" data-toggle=\"tooltip\" title=\"the people who rule a country\">government<\/a> <a href=\"#\/\" data-toggle=\"tooltip\" title=\"to say officially\">announced<\/a> a war on crime and has been <a href=\"#\/\" data-toggle=\"tooltip\" title=\"here: look for\">targeting<\/a> criminal gangs. Since then, about 60,000 people, about 2% of the country&#8217;s <a href=\"#\/\" data-toggle=\"tooltip\" title=\"grown-up person\">adults<\/a>, have been <a href=\"#\/\" data-toggle=\"tooltip\" title=\"to take a person to the police station because you think they have done  something that is against the law\">arrested<\/a>. <a href=\"#\/\" data-toggle=\"tooltip\" title=\"organization in the government that has special power\">Authorities<\/a> have also <a href=\"#\/\" data-toggle=\"tooltip\" title=\"here: to give them fewer rights than normal\">limited<\/a> people&#8217;s <a href=\"#\/\" data-toggle=\"tooltip\" title=\"the things you are officially allowed to do\">rights<\/a> in some cases.  <\/p>\n\n<p><a href=\"#\/\" data-toggle=\"tooltip\" title=\"one of the main things that everyone should be allowed to do, like the right to vote or to be treated in a fair way\">Human rights<\/a> organizations have criticized the government&#8217;s <a href=\"#\/\" data-toggle=\"tooltip\" title=\"here: to deal more seriously with crime\">crackdown<\/a> on crime.
